Capitol Park Towers Apartments

Capitol Park Towers Apartments is a nine-story residential building constructed in 1962 and features terra cotta tile veneer with exposed concrete elements. The building offers eight levels of living space protected by a flat concrete roof, and contains 122 units, all of which feature cantilevered concrete balconies on the north and south elevations. A painted steel railing system, which has posts welded to embedded base plates in the concrete balcony slab, is located around the perimeter of each balcony. The building borders the busy I-395 highway in the waterfront district of southwest DC.

SRG was initially retained to perform an investigation of the balconies and exposed concrete. Subsequent to issuing the investigation report, the Owner elected to commission SRG to provide a design package to address the deteriorated concrete and railing connections and perform construction observation and administrative services during the rehabilitation of the balconies. The project was phased over three years to address the most severely deteriorated areas during the first year and the remaining repairs over the next two subsequent years.

The scope of the repairs included demolition and repairing areas of deteriorated balcony concrete and exposed concrete elements, removing rusted rail posts and reattaching the refurbished posts to the embedded plates, applying a waterproofing membrane to the balcony slabs and an elastomeric coating to the other exposed concrete elements to help protect against future concrete deterioration.
