Southern Streams Health & Wellness Center Hosts Steel Topping Out

Earlier this week, Structura proudly joined our clients at JP2 Architects and other teaming partners for the steel topping-out ceremony of the Southern Streams Health & Wellness Center in East Baltimore, MD. This milestone celebrates a major step toward delivering a vital community resource, set to open in 2027.
Rising on the site of the former Bugle Laundry Factory at E Oliver and N Chester Streets, the 128K SF, five-level building will serve as a modern hub for health, wellness, and neighborhood connection. The layout includes:
- 1st Floor: Lobby, retail, offices (24K SF) plus covered exterior space (6.2K SF), with an exterior playground and back-of-house functions on the north side
- 2nd & 3rd Floors: Multi-level parking (~24.3K SF and 30.4K SF)
- 4th & 5th Floors: Office spaces and a 5th-floor amenity terrace (~24.6K SF each), featuring slab folds for hardscape/insulation and a portion of green roof
As structural engineers, Structura, Inc. provided comprehensive services including:
- Design development consultations, framing and foundation plans, and analysis
- Preparation of detailed structural construction documents, specifications, and coordination with architects and other consultants
- Support during permitting/bidding with responses to questions and comments
- Construction-phase oversight, including shop drawing/submittal reviews, site visits, RFI responses, and review of structural testing/inspection reports
The design features mildly reinforced cast-in-place concrete slabs with drop panels, founded on shallow spread footings. Parking slabs over occupied spaces are protected with traffic-bearing membranes, and site-specific needs (such as underpinning and temporary support of excavation along the eastern property line) were coordinated with the contractor’s specialty team.
